新世纪之始 ,中国将要迈进世界贸易组织(WTO)。近几年 ,发达国家一直在努力使社会条款纳入世界经济贸易体系之中 ,在“关注发展中国家人权状况”的旗号下 ,反复提出“劳工标准”问题 ,即把本国安全生产问题与国际贸易挂钩 ,实际上这是“涂上绿色”的贸易保护主义。中国是一个发展中国家 ,由于经济基础和技术水平等原因 ,安全生产状况一直较差 ,与发达国家相比较存在很大差距 ,在短时间内很难达到“公认国际劳工标准”的要求 ,在加入WTO后 ,必然要面临劳工标准等问题的严峻挑战 ,因此安全生产工作将对中国的经济与社会发展产生重要影响。预则立 ,不预则废 ,我们应提高对这一问题紧迫性和重要性的认识 ,未雨绸缪 ,有备无患。

In recent years, the developed countries have been striving to bring social provisions into the world economy and trade system. Under the banner of “paying attention to the human rights conditions in developing countries,” developed countries repeatedly raise the issue of “labor standards,” which refer to their own problems of production safety and international trade In fact, this is “painted green” trade protectionism. China is a developing country. Due to its economic fundamentals and technological level, the state of production safety has been poor. Compared with developed countries, China has a long way to go. It is very difficult to meet the requirements of the “recognized international labor standards” in a short period of time. After joining the WTO, it is bound to face harsh challenges such as labor standards. Therefore, the work of safe production will have an important impact on China’s economic and social development. As long as the rules are correct and the rules are not prejudiced, we should raise our awareness of the urgency and importance of this issue, take precautions and be prepared.
