为了保證棉布能够按照國家的計劃進行生產和分配,進一步取締市場投機,鞏固物價穩定,决定自一九五四年九月十五日開始,在全國範圍内實行棉布的計劃收購(簡稱統購)和計劃供應(簡稱統銷)。實施辦法如下: 一、自宣布棉布實行計劃收購和計劃供應之日超,所有國營,合作社,公私合營和私營織布厂、印染厂和手工業生產的機紗棉布和機紗手紡紗交織棉布,一律由国營中國花紗布公司統購、統銷,不得自行出售。在中國花紗布公司尚未設立機搆的地區,此項統購、統銷工作,由中國花紗布公司委託其他國營商業機搆或供銷合作社辦理。
