我国社会发展至今,从各方面的指标来看,事业单位的人事制度改革方面的进程已经滞后于企业很大一段路程,究其原因,主要在于政府制度供给不足以及事业单位人事制度改革遇到中国制度环境的问题,再加上制度改革本身也存在一些难题,使得改革始终未能取得实质性突破。当前,要克服事业单位人事制度改革本身存在的诸如人事制度改革的自主权、人事改革政策或项目的系统配套、人事改革中的中观层面制度空挡等问题,就要变通传统的改革思维方式,合理定位事业单位的性质,在理清政府公共服务角色的基础上推进事业单位分类改革,探索和实践一些新的改革方法和路径。

Reasonable positioning of the nature of public institutions, public services in clarifying the role of public institutions based on the promotion of classification reform, exploration and practice of some new methods and paths of reform.
