一、调查情况我市从1989以来,积极推行乡(镇)防保体制改革,至目前为止已有36个乡(镇)建立了卫生院内防保所,占全市总乡数的43％。院内防保所以卫生院为依托,实行一院两牌,在不扩大卫生院总编制的前提下,通过对院内人员,房屋、设备的调整而组建。防保所长由一名专管预防保健和初保工作的副院长兼任,实行所长负责制和目标管理责任制。在经济上实行人头经费定额补助,经费包干,独立核算。经费来源:一
