推行“以旧换新”措施的几项配套工作

“以旧换新”是指已有住房者为提高居住水平而欲购置更高档次住房时,通过一定的程序和方式,用原有住房(即旧房)向房地产商换取相对高档的新住房,并补交其差价。新房产权归购房者,而旧房产权则暂归房地产商,由房地产商加计一定比例的手续费通过房地产市场出售给住房困难的低收入者。 “以旧换新”作为一项新的房屋营销策略,它的实施同样会牵扯到其它相关的问题或条件,应该做好其配套工作。 首先,明确“以旧换新”措施的适用范围。这里讲的适用范围显然是指旧房而不是指新房。我们认为,可以“以旧换新”的旧房首推私房。私房一般归原来的居住者,产权是非常明确的,其交易行为一般不受限制,价格也比较容易评估。只要旧房居住者拥有该旧房的产权,并能提供合法的证明,就可以申请“以旧换新”。可以“以旧换新”的旧房还应包括通过房改售出的公房。在房改中许多原有公房已经或将要卖给原居住户。由于房改售房隐含着价值很大的福利或优惠,即使面积不大,原居住户也都会买下来,这就给“以旧换新”业务的开展带来了机会。但是,这类旧房在换房时不应以房改售房价格为交换价格,而应进行重新评估,使原居住户应得的福利货币化。另外,有些公房经过房改售出后有明确的 “Trade-in” refers to the existing housing for the improvement of living standards and want to purchase more high-grade housing, through certain procedures and methods, with the original housing (that is, old houses) to the real estate for relatively high-end new housing, and make up Pay the difference. Since housing reform houses implied great benefits or concessions, even if the area is small, all the original households will buy it, which gives the opportunity for the “trade-in” business.
