抗战爆发不久,周恩来向英国驻华大使卡尔爵士提出,中共需要在香港设办事处以接受国外华侨的捐款、药品和其他物资。在取得英国的同意下,中共便委派廖承志(以下简称廖公)为办事处的代表。办事处成立于1938年1月,最初设在皇后大道中18号2楼,门口挂上“粤华公司”的招牌,是半公开的性质。
Soon after the outbreak of the war, Zhou Enlai proposed to Sir Karl, the British Ambassador to China, that the CCP need to set up an office in Hong Kong to receive donations, medicines and other materials from overseas Chinese. With the consent of Britain, the CPC appointed Liao Chengzhi (hereinafter referred to as Liao Gong) as its representative. The office was established in January 1938 and was initially set up on the 2nd floor of 18 Queen’s Road Central, with the signboard of “Yue Wah Company” at the entrance, which was semi-public in nature.
