独立 4 0年后 ,许多非洲国家的经济依然没有起色。国家机构显示的众多指标 ,描绘出一副悲观图景 ,甚至比 1970年代还糟糕。然而 ,多年来为发展投入了大量的人力、物力。为什么 1970年代和 1980年代的发展政策已经遭到质疑 ,人们已经意识到社区对自身发展意见的重要性 ,而“参与式”计划的成功仍然遥遥无期呢 ?参与式发展难道不是已经成了另一个没人明白、没人实践的意识形态 ?多哥正在经历着为国际社会深切关注的政治危机 ,那里却出现了一些由社区制定并实施的计划。这个个案有助于我们更好地理解社会发展工作者的角色 ,明了实践者对“社区参与”的真正含义的理解.
After 40 years of independence, the economy of many African countries still shows no improvement. The many indicators displayed by state agencies depict a pessimistic picture, worse than even the 1970s. However, considerable human and material resources have been invested in development over the years. Why the development policies of the 1970s and 1980s have been questioned and people are already aware of the importance of community opinion on their own development and the success of the “participatory” program is still in the foreseeable future? Is not participatory development another thing already No one understands that no one practices the ideology? Togo is experiencing a political crisis of deep concern to the international community, where there are some plans developed and implemented by the community. This case helps us to better understand the role of social development workers and understand practitioners’ understanding of the true meaning of “community participation.”
