随着我国事业单位改革的不断推进,青岛市园林行业也从传统的公益性事业单位转制为非公益性的国有企业单位。企业发展需要通过分析人事档案信息,总结单位整体人才储备状况,结合人事流动的档案信息,预测企业单位人才的需求状况,从而有效科学的制定人力资源使用计划。但转制后的园林企业,内部管理离现代化企业管理要求还存在很大差距,人事档案的变革也赶不上现代化企业人力资源迈进的步伐。因此,
