目前,我国正进行恢复GATT缔约国地位的谈判,估计今年6月或9月份中国将正式“入关”,这对我国的企业界、金融界来说既是机遇也是挑战。恢复GATT的缔约国地位,意味着我国必须遵照GATT的原则从事国际贸易和规范管理体制。因此,“入关”无疑将对我国企业和金融业产生深远的影响。一、从企业角度考察“入关”之最直观的要求,即我国关税的平均水平在短期内将大幅削减至目的GATT缔约国内发展中国家平均水平13.6%左右。因而,大量质高价低的外国商品可能潮水般地涌入我国市场,这在一定时期内将冲击国内企业。但也并非“入关”即敞开国门,外国企业和产品可以畅通无阻,长驱直入。实际上,我们在“开关”的同时,同样可运用GATT的有关条款和历次多边会谈协议来保护我国的国内产业和服务:第一,可运用GATT为发
At present, China is carrying out negotiations to restore the status of the GATT. It is estimated that China will formally enter the customs in June or September of this year. This is both an opportunity and a challenge for China’s business community and the financial community. The restoration of the status of the GATT as a state party means that China must follow the principles of the GATT to engage in international trade and regulate the management system. Therefore, “entry into the customs” will undoubtedly have a profound impact on China’s enterprises and the financial industry. 1.
