回顾我国养老保险制度的历史,可以看出,新中国成立到上世纪90年代的40多年间,机关事业单位工作人员和企业职工一直实行相同的养老保险制度。20世纪90年代以后,企业职工进行了养老保险制度改革,机关事业单位工作人员仍然实行原来的退休保险制度。随着社会主义市场经济体制的建立和各项改革的不断深化,两种保险制度不衔接问题越来越突出,亟待进行改革。
Looking back on the history of China’s pension insurance system, it can be seen that for the more than 40 years since the founding of People’s Republic of China to the 90s of the last century, the staff and workers of enterprises, institutions and enterprises have been implementing the same pension insurance system. After the 90s of the 20th century, the employees of enterprises carried out the reform of the pension insurance system, and the staffs of the institutions and public institutions still implemented the original retirement insurance system. With the establishment of the socialist market economic system and the continuous deepening of various reforms, the issue of not converging the two insurance systems has become increasingly prominent and reform is urgently needed.
