山西省人民政府关于加强小学、初中毕业学生参加劳动生产和学习的宣传教育工作的指示

加强对中小学校学生的劳动生产教育,加强小学及初中毕业生参加劳动生产的宣传工作,妥善处理小学和初中毕业生的升学和就业问题,是我们学校教育工作当前及今后相当长时期内一项重要的政治任务,是关系国家建设和广大人民切身利益的重大问题。各级人民政府必须高度予以重视、大力进行。除由本府教育厅依据人民日报四月二十一日「为今年中、小学毕业生参加生产和升学做好准备工作」的社论结合本省具体情况,拟定「关于小学毕业学生参加劳动生产和学习的宣传提纲」,随文印发,供各地宣传时参照外,特作如下指示:一、近几年来由于我们学校的政治思想教育中存在着很大的片面性,过分强调学生升学、当专家、当干部,严重地忽视了劳动生产教育,再加上旧社会遗留下来的「学而优则仕」的思想影响,因而,在学生中造成了轻视劳动生产的错误思想。要扭转学生这种轻视劳动的错误思想,树立对劳动生产的光荣感,决不是轻而易举的事情。单靠教育行政部门是不能完成这一任务的。必须在当地中共党委和人民政府的统一领导下,组织有关的各方面的力量,大力进行宣传教育工作。最好是由各级政府召开专门的宣传联席会议,统一认识,制订宣传教育计划,研究宣传教育的方式方法,组织力量,分头进行。各级政府文教部门更应主动与有关部门密切联系,注意掌握情况,随时向当地党政领导机关和上级政府汇报情况、经验和问题,以便及时取得指导和监督,这是加强对学生的劳动生产教育、加强小学及初中毕业生参加劳动生产宣传工作的首要问题。 Strengthening primary and secondary school students ’labor education, strengthening elementary and junior high school graduates to participate in labor production propaganda work, and properly handling primary and junior high school graduates’ higher education and employment issues are a long period in our school education work and for a long time The important political task is a major issue that concerns the construction of the country and the vital interests of the broad masses of people. Under the unified leadership of the CPC Central Committee and the people’s government, we must organize the relevant forces in all fields and vigorously carry out publicity and education work. It is advisable for all levels of government to convene special publicity joint meetings to unify their understanding, formulate publicity and education plans, study ways and means of publicity and education, and organize their efforts in a divided manner. The cultural and educational departments at all levels should take the initiative to closely contact relevant departments and pay attention to grasping the situation. They should report situations, experiences and problems to the local party and government leading organs and superior governments at any time in order to obtain timely guidance and supervision.
