目的了解建设项目职业卫生审查现状,为制定管理措施提供依据。方法收集整理广州市卫生局近年建设项目职业卫生审查资料(重点统计分析2010年的资料)。查阅相关文献资料,对职业病危害预评价、防护设施审查、竣工验收等方面进行统计分析。结果 2002-2009年广州市卫生局完成的建设项目职业卫生审查共191项(含预评价报告审核103项,防护设施审查14项,竣工验收74项);2010年69项(含预评价报告审核37项,防护设施审查19项,竣工验收13项),共涉及13个行业。存在建设项目的行业、地区分布不平衡,职业卫生专项投资占工程投资总额的比重不大,技术服务机构技术力量不适应职业卫生服务要求等问题。结论尽管监督部门加大宣传、执法力度,但相关部门、企业负责人对建设项目职业卫生审查的重要性认识不足。职业卫生管理水平有待提高,技术服务机构服务力量有待加强。
Objective To understand the current situation of occupational health examination in construction projects and provide the basis for formulating management measures. Methods Collecting and reviewing the data of occupational health examination of Guangzhou Municipal Health Bureau in recent years (key statistical analysis of 2010 data). Access to relevant literature, pre-evaluation of occupational hazards, protective facilities review, completion and acceptance of statistical analysis. Results A total of 191 occupational health examinations (including 103 pre-evaluation reports, 14 protective facilities reviews and 74 acceptance tests) of construction projects completed by the Guangzhou Municipal Health Bureau from 2002 to 2009; 69 items in 2010 (including pre-evaluation report review 37 items, 19 protective equipment reviews and 13 items completed and accepted) involving 13 industries. There are imbalances in the construction projects in industries and regions, occupy a small proportion of the total investment in occupational health, technical services of technical service agencies do not meet the requirements of occupational health services and other issues. Conclusion Despite the efforts made by the supervisory departments to increase publicity and law enforcement efforts, the responsible departments of relevant departments and enterprises do not fully understand the importance of occupational health examination of construction projects. The level of occupational health management needs to be improved, and the service capabilities of technical service agencies need to be strengthened.
