本文首先对利率市场化理论和改革实践进行梳理,国内外学者从不同角度提出了利率市场化改革的必要性和改革次序。其次,回顾了中国利率市场化改革进程,深入分析了西藏推动利率市场化改革的必要性与可行性,认为西藏应该抓住当前深化金融改革的历史机遇,逐步调整各项金融政策进行利率市场化改革。最后,对西藏利率市场化改革提出可行路径及相应的配套政策建议。
This paper first sorts out the theory and practice of interest rate liberalization, and scholars at home and abroad put forward the necessity and the order of the interest rate marketization reform from different angles. Secondly, it reviews the process of marketization of interest rate in China, analyzes the necessity and feasibility of marketization reform of interest rate in Tibet, and holds that Tibet should seize the historical opportunity of deepening financial reform and gradually adjust various financial policies to marketization of interest rates reform. Finally, it puts forward a feasible route and corresponding supporting policy recommendations for the market-based interest rate reform in Tibet.
