一、下工夫抓好人员的管理。一是抓好教育。教育落实难,是小远散单位普遍存在的问题。要真正使教育落到实处,提高教育的针对性和有效性,应组织经验丰富的干部到教育力量较弱的小远散单位授课,使教育落实到每一个哨所、每一个人。通信部队应利用自身的优势,以电话会议的形式,每年请政法人员到部队讲法制教育课,剖析典型案例,以增强官兵遵纪守法意识。二是建立承包帮带关系。首长和机关相关部门对营、营领导对连、连领导对哨所,结成承包帮带关系,积极帮助基层解决实际问题。
