第三方警务模式代表着社会控制方式的一个重要转型,反映了世界警务发展的趋势——伴随着“风险社会”的出现,监管与职责承担等实践层面面临着广泛的社会变革。在此基础上,论及当前我国的社会治安防控体系,分析其优势与弊端,并试谈第三方警务模式的本土化进程,以期实现良性的社会控制。
The third-party policing model represents an important transformation of social control mode, reflecting the trend of world policing development - along with the emergence of “risk society” and regulatory and accountability undertakings and other practical aspects of facing a wide range of social changes. On this basis, it discusses the current prevention and control system of public security in our country, analyzes its advantages and disadvantages, and tries to discuss the localization process of the third-party police mode in order to achieve benign social control.
