城镇化是经济社会发展的必然结果,也是我国未来改革与发展的持续动力。经过三十多年的发展,我国城镇化率有了很大程度的提升。与此同时,我国城镇化建设也出现了过于强调经济发展、区域发展不均衡、配套设施和服务不完善、环境污染和生态破坏以及城镇化不完全性等问题。这一切问题的根源在于有关部门没能认清城镇化的本质,只重数量和速度,忽视质量和评价。因此,当前十分重要的一项工作就是基于城镇化的内涵,构建一套完整和可操作的城镇化质量评价指标体系。
