众所周知,公司对于招标物资的采购有详细的操作程序,无论是供应商选择,还是公告内容,抑或是公示期的规定,等等。相比较而言,对于非招标物资的采购却存在着很多问题,例如,顶层设计不完善、管理不规范等。上述问题的存在,无疑会影响公司的采购费用,同时,使得采购的工作效率比较低,再就是,因为信息不透明以及操作不规范,容易导致腐败事件的发生,在这种情况下,就会影响公司的良性发展。在本文的研究过程中,对GCYT非招标采购存在的问题和产生的原因进行探析,并提出对策。
As we all know, the company has detailed procedures for the procurement of tender materials, whether it is the choice of suppliers, or announcement content, or the publicity period of the provisions, and so on. In comparison, there are many problems with the procurement of non-tender materials, for example, the top-level design is not perfect and the management is not standardized. The existence of the above problems will undoubtedly affect the company’s procurement costs, while making procurement efficiency is relatively low, and then, because the information is not transparent and non-standard operation, easily lead to corruption, in this case, it will affect The healthy development of the company. In the research of this article, we analyze the problems existing in the non-bidding procurement of GCYT and the reasons that cause it, and put forward countermeasures.
