复杂天气对飞行的影响不言自明。在区域管制指挥的工作中,颠簸是我们经常会遇到的天气现象。飞机一旦遭遇中度或者严重颠簸,管制员都会下意识的询问,能否保持高度。这和以管制员为主体安排飞机高度的工作模式有所不同,因为高度的改变如果是无控制的。在我们已有的工作章程中,我们要做的是提前通报颠簸区域和飞行冲突,在RVSM空域里采用双倍的垂直间隔加大水平间隔,以及引导飞机脱离颠簸层这一系列的办法。如果遇到大范围的对流天气,区域内所有高度都出现中度以上的颠簸的情况时,就无法“避开”颠簸区域了,还要时刻应对突然的高度改变。在具体的工作中管制员只有具备了良好的制定预案的能力、趋势判断的能力、掌控全局的能力、灵活应变的能力才能自如的应对各种突发情况。
The impact of complex weather on flights is self-evident. Bumpy is a weather phenomenon we often encounter in the work of regional regulatory command. In the event of a moderate or severe plane bump, controllers will subconsciously ask whether they can maintain their heights. This is different from the mode of operation in which the controller is the main body to arrange the altitude of the aircraft because the height change is uncontrolled. In our existing work charter, what we need to do is advance notice of bumpy areas and flight conflicts, double vertical spacing in the RVSM airspace to increase horizontal separation and a series of ways to guide the aircraft off the bumps. If you encounter a wide range of convective weather, all areas within the height of moderate bumps appear above, you can not “avoid” the bumpy area, but also to deal with sudden changes in altitude. In specific work, controllers should be able to cope with various emergencies freely only when they have a good ability to formulate a plan, the ability to judge the trend, the ability to grasp the overall situation, and the ability to adapt flexibly.
