3国有港口企业的应对策略从目前的形势来看,国有港口企业可以采取以下对策。 (1)要充分利用国有港口企业用地无偿划拨和岸线免费使用的优势,抢占先机,在外资大举进军国内港口业之前迅速扩大码头规模,增强港口配套产业的实力,发挥配套产业对港口主业的支持作用,形成在本港的综合规模优势。土地和岸线的无偿使用可以保证国有港口企业在日后与外资码头企业展开价格战时处于有利位置。低成本支撑下的低价格策略,不仅可以让成本高昂的外资码头无利可图,而且可以抑制那些大的国际航运公司投资经营码头的欲望,这是防止新的投资者进入本地港口业的一个很有效的障碍。
