一、坚持三个原则,处理好集体上访1.宜“散”不宜“聚”。接待者找出集体上访的群众代表,先让代表平心静气地反映情况,并请代表出面帮助做劝说、疏散工作,让群众安静下来。采取这种方法,可使无序的上访变成有序的接待。2.宜“疏”不宜“堵”。对情绪激烈的集体上访群众,一味用“堵”的办法难以奏效,而应采取“疏导”的方法。这样处理有利于平息事态、缓和情绪,并能充分听取上访群众代表的意见。
