第二轮已出版市县志对中共地方组织志编纂存在突出问题有:篇目设计面面俱到,篇幅分配不分主次;记述要素详略不当,入志内容轻重失调,几乎编成党务部门志。中共地方组织志的篇目一定要跳出部门志的局限,要从执政党领导地位和作用的社会视角,总揽一方全局的高度,把中共地方组织志编成执政志,而不仅仅是编一个党派志。为此,要改进篇目设计,合理分配篇幅;要详记重大决策,突出执政特点;要打破部门局限,统筹资料运用;要改进和提高中共地方组织志的编纂质量。

To this end, it is necessary to improve the design of articles and allocate space rationally; we must detail major decisions and highlight the characteristics of governing; we must break the limitations of departments and make overall use of information; and we should improve and enhance the quality of codification of local organizations in the CPC.
