建设服务型政府作为中国政府管理体制的改革目标,涉及服务理念、服务方式和服务体制的全方位变革。服务型政府的建设,要求在政策问题构建过程中坚守价值取向的公共性,政府的主动性,提升政策问题搜寻能力,健全公民意见、利益输入渠道,完善各种意见、利益的综合过程。针对中国传统单一主体问题构建模式的缺陷,提出多主体互动型的政策问题构建模式,能够促使政府主动强化服务意识和提升服务能力,使具有多元利益需求的公众能够与政府进行互动,从而促进政策过程良性循环。
Building a service-oriented government as the reform goal of the Chinese government’s management system involves all-round changes in service concept, service mode and service system. The construction of service-oriented government calls for the adherence to the public value orientation, the initiative of the government, the ability to search for policy issues, the improvement of citizens’ opinions, the channels for the benefit input, and the improvement of various opinions and interests during the process of building policy issues.
