The construction of local call centering on big cities has become one of the strategic focuses of current communications development because of its broad market and significant benefits. However, the key issue of whether local investment returns can be fully realized is how to transform the postal products into commodities as soon as possible to realize their own value so as to speed up the recovery of funds and accumulate funds for the further development of communications. However, from the current situation, this is still a weak link. During the period of the Sixth Five-Year Plan, the number of local telephone calls in the country was increased by 1.32 million while the number of new local telephone subscribers in the same period was 848,000, accounting for 64.2% of the new equipment. Among them, nearly a quarter of provinces, municipalities and autonomous regions, the new user accounts for only about half the number of new equipment. During the “6th Five-Year Plan” period, the amount of investment in the province for increasing the number of local calls accounted for one third of the total investment, while the local telephone revenue growth accounted for only one-fifth of the total revenue growth.
