硝河清丰县段,由于历史原因,四十多年来未进行过系统治理,河道淤积,断面萎缩,河道上原建桥梁、防洪闸等建筑物建设年代久远,工程标准较低,老化破损严重。排涝能力不足3年一遇,致使上游洪涝水得不到及时下泄,水位壅高,硝河清丰县段成为工程效益发挥的卡脖子段,严重影响整个硝河流域治理工程整体效益的发挥。文章从几个方面分析了硝河清丰县段综合治理的必要性,指出了唯有进行综合治理才是解决该流域所面临的问题的唯一办法。
Due to historical reasons, the Qinghai County section of the Qinghai-Xizang River has not been systematically treated for more than 40 years. River silting and atrophy of the section have led to the construction of bridges, flood gates and other buildings in the river with a long history, low engineering standards and serious deterioration of aging. When the drainage capacity is less than 3 years, the upstream flood water can not be released in time and the water level is too high. The Qingfeng County section of the Qinghe River has become a key area for engineering benefits, seriously affecting the overall efficiency of the entire Ningxia River Basin harnessing project. The paper analyzes the necessity of comprehensive management of Qingfeng County in several aspects and points out that the only way to solve this problem is to carry out comprehensive management.
