Dr. Victor Kimkis, Director of Genetics Laboratory, Brain Institute, Institute of Brain Research, All-Su Institute of Psychiatry An open letter to the Soviet Academy of Medical Sciences may hinder Soviet psychiatrists' efforts to rejoin the World Psychiatric Association. The open letter denounced Dr. Manat E. Valdarnian, director of the Institute where King Kilism was located. Valdagnian has been the director of the institute since December 1987, and his position has made him potentially influencing certain practices in the Soviet psychiatric community. The above-mentioned open letter was circulated at the beginning of last November and was made public on the eve of a two-week visit to the soviet psychiatric hospital by some 20 American psychiatrists and other experts.
