通常,政府管理房地产市场的方式主要有两种,即宏观调控与微观管制。房地产市场宏观调控是政府的宏观经济管理职能,旨在促进房地产市场总供求平衡,保障居民的基本住房需求;房地产市场管制是政府的微观经济管制职能,旨在规范房地产市场微观经济主体的行为,提高市场运行效率。正确区分房地产市场宏观调控与房地产市场管制、合理界定各自的政策边界、协调好二者重复的内容,对于厘清政府在房地产市场宏观调控与微观管制中的作用,实现房地产市场平稳健康发展,具有重要意义。
