我国大学生“村官”战略的任务之一是鼓励大学生扎根农村,成为新农村建设事业的骨干人才。通过对浙江省的实地调研发现,大学生“村官”在竞选村“两委”时受到乡镇政府态度、是否本村、竞选机遇、“能人治村”及乡村贿选等因素的影响;在任期届满的续聘中,也受到浙江省有关文件的制约。本文认为要使大学生能长期服务农村,还应结合其它相关政策进一步制度创新。
One of the tasks of the college student “village official ” strategy is to encourage college students to take root in the countryside and become the backbone talents in the new countryside construction. Through the field investigation in Zhejiang Province, it is found that college student “village official ” is subject to the attitude of township and town government, whether the village, election opportunities, “villagers rule the village ” and rural bribery in the election of village "two committees Influence; in the expiration of the re-appointment, but also by the relevant documents in Zhejiang Province constraints. This paper argues that in order to enable college students to serve rural areas for a long time, institutional innovation should be further combined with other relevant policies.
