On July 16, the Central Discipline Inspection Committee decided to remove Liu Tienan, former Deputy Director of National Development and Reform Commission and former Director of State Administration of Energy, from his positions in the government and the Party. The decision was approved by the CPC Central Committee on July 18.
The investigation unraveled Liu Tienan’s misuse of his power to grab illegal benefits for himself and others, which violated the criminal laws about embezzlement, bribery and so on.
Previously, it was widely spread that Liu Tienan had 25 banking accounts with the deposit of 19 million Australian dollars. He also had 9 kilograms of gold bars and 25 rare diamonds, whose total value exceeded RMB 870 million yuan. In addition, he was also said to have mis- tresses and other erotic scandals.
The report from the National Development and Reform Commission confirmed that Liu Tienan received the bribe of over RMB 10 million and had two mistresses, but the report said nothing about the gold bars and diamonds.
Liu Tienan’s fall started from someone’s report. He was the first provincial- or minister-level government official that was put under investigation and sanctioned from the government and the Party after the 18th CPC Congress.
On December 6, 2012, an editor from a Chinese magazine reported to the Central Discipline Inspection Committee that Liu Tienan was involved in faking academic degree, collaborating with a merchant to embezzle the state-owned assets, having several accounts with illegal income and having mistresses.
