深入理解食品生产相关法令法规和标准,逐步统一各级执行者的认识,提高一线监管的专业水平,是食品安全监管工作发展的当前迫切需求和今后必经之路。为了逐步整合同类标准和文件之间的异同,便于监管人员和审核人员从实际工作需求角度去理解GB 14881和审查通则的要求,本文以食品生产许可审查通则(2010版)为基本框架,结合GB 14881-2013的相关内容以及笔者以往的审核经验,对生产场所核查部分各条款核查的内容和方法进行细化、分析和归纳,包括厂区要求、车间要求、库房要求、生产设备、检验设备5个方面的内容,可作为食品生产许可现场核查和日常监管的具体工作实施的技术参考材料。
A thorough understanding of the laws, regulations and standards related to food production, the gradual unification of practitioners at all levels and the improvement of professional standards in front-line supervision are the immediate needs and the only way forward for the development of food safety regulatory work. In order to gradually integrate the similarities and differences between similar standards and documents, it is easy for regulators and auditors to understand the requirements of GB 14881 and the General Rules of Examination from the perspective of practical work requirements. This article takes the General Rules of Food Production License Review (2010 Edition) as the basic framework, 14881-2013 content and the author’s previous audit experience, the verification of the production site verification section of the contents and methods of refinement, analysis and induction, including the plant requirements, workshop requirements, warehouse requirements, production equipment, testing equipment 5 Aspects of the content, can be used as food production permit on-site verification and routine supervision of the specific work of the implementation of technical reference materials.
