在1990年刚刚开始的时候,能源部和财政部联合召开了全国能源工作会议。这次会议是在举国上下学习贯彻党的十三届五中全会精神的形势下召开的。会议的中心议题是:研究能源各行业如何贯彻落实五中全会通过的《中共中央关于进一步治理整顿和深化改革的决定》,眼睛向内,挖掘潜力,千方百计提高劳动生产率和经济效益,以支持经济调整,促进能源工业和国民经济的持续、稳定、协调发展。 在这次会议上,能源部长黄毅诚同志作了“切实搞好能源工业的治理整顿,千方百计提高劳动生产率和经济效益”的报告,报告分四个部分:一、关于当前能源生产建设形势;二、关于能源工业治理整顿的主要目标;三、要把百分之九十以上的精力用于内部挖潜,干方百计提高效益和效率;四、加强党的领导和思想政治工作,充分发动和依靠群众。国家计委主任邹家华同志和财政部副部长刘仲藜同志在会上讲了话。邹家华的报告分:一、认清形势,下决心搞好治理整顿;二、保证重点,挖掘内部潜力,努力实现能源工业的持续、稳定、协调发展的问题;三、加强领导,转变作风,狠抓落实等三个部分。刘仲黎的报告分:一、重视能源工作是国家的一贯政策;二、鉴于目前的财政困难,近期能源工业的发展应主要靠挖掘内部潜力;三、抓住重点,有针对性地开展“双增双节”运动等?
