大多数企业的运营以部门职责为基础,公司与部门目标会出现偏差,甚至会出现不一致的情形,部门间的协作缺乏弹性,资源运作主要靠行政命令来维护,资源的使用缺少市场化机制,更多依靠管理人员的判断,公司资源在局部存在明显的浪费。为解决上述问题,提高公司内部资源使用效率,实现资源合理配置,中国联合网络通信有限公司广西分公司(以下简称广西联通)财务部门提出:依托信息系统技术优势,通过设计、建立内部结算体系,对部分内部劳务使用或资源占用进行模拟结算,并将结果逐步运用在预算管理中,以引导各部门有效使用内部资源和服务,提高资源使用效率。
