正在川南全區展開的清匪反霸減租退押的羣眾運動,是一個一千萬人以上的羣眾行動,它將要在很短時間內予封建勢力以沉重的打擊,而我們還必須在這個運動中培養大批優秀幹部,鍛煉羣眾戰鬥能力,使運動取得勝利,爲土改打下堅實的基礎,因此,我們不但要以組識上去發動羣眾,而且應該特別從思想上去把羣眾充分發動起來。高爾基說的好:只要教人去思想,他們就會把真理想通。目前最嚴重的問題是一般幹部判‘領導’與‘放手’認識得不够明確:‘放手,怕出偏差’,‘領導就成包辦’,或者是‘既不放手,又不領導’,造成一包而不辦’的局面,因此必須從新明確領導責任,放手發動羣眾。所謂‘領導’,基本上就是了解情況(包括當地當時的具體條件,羣眾思想動態),統籌全局,掌握政策。所謂掌握政策,不等於把政策當做什與‘秘訣’堅揑在自己的巴掌裹,而是應該把它交代給羣眾,而且應該
