工业企业所申报的节能项目需要政府的批准并予以资金等各方面的支持,鉴于支持力量有限,需要对项目进行综合评价,以确定重点支持的顺序。本文主要从政府的角度出发,综合考虑节能项目的经济、技术、环境和社会效益,运用层次分析方法和熵权系数法相结合的综合集成方法,构建了工业节能项目的多目标综合评价模型,为政府进行项目择优提供一种量化分析支持,提高政府决策的科学水平。
The energy-saving projects declared by industrial enterprises need government approval and funding support. Given the limited supporting capacity, the projects need to be comprehensively evaluated to determine the order of key support. This article mainly from the government’s point of view, comprehensive consideration of the economic, technical, environmental and social benefits of energy-saving projects, the use of analytic hierarchy process and entropy coefficient method of combining a comprehensive integrated approach to build a multi-objective industrial energy-saving project evaluation model for The government carries out the project optimization to provide a quantitative analysis support and improve the scientific level of government decision-making.
