自从中央人民政府政务院发出关于贯彻婚姻法的指示后,便引起了我省领导上的高度重视,迅速地有计划地着手了对三月份在全省进行宣传婚姻法与检查婚姻法执行情况运动前的各项准备工作。首先根据中央指示精神和我省具体情况,制订出省委关于执行「中央关于贯彻婚姻法的指示」的方案,于十二月十三日报请东北局批示,经同意后即于十二月二十三日正式成立了黑龙江省贯彻婚姻法委员会,并设有办公室;同时由省人民法院、民政厅、人民监察委员会、省委宣传部、青年团省委、妇联、工会、报社、电台、文联等十几个单位抽调了二十三名干部参加办公室工作,开始办公。
