建设国际海事司法中心这一目标的提出,不仅适应我国海洋经济的现实发展需求,更为国家海洋强国战略的实施提供了坚实的司法保障。这一目标的实现,既需要海事法院系统自身的战略统筹,也需要良好的海事法律服务环境提供支持。建设国际海事司法中心与发展海事仲裁、建设国际仲裁中心可谓相辅相成。海事仲裁是海事法律服务环境的重要组成部分,海仲委作为与海事法院优势互补的争议解决机构,对于助力我国建设国际海事司法中心具有重要战略作用。针对海仲委如何解读国际海事司法中心建设的价值,如何助力国际海事司法中心建设等问题,本刊记者专门采访了中国海事仲裁委员会副秘书长兼仲裁院副院长陈波。
The goal of building an international maritime judicial center not only meets the needs of the actual development of the marine economy in our country, but also provides a solid judicial guarantee for the implementation of the strategy of strengthening the national maritime power. The realization of this goal requires both the co-ordination of the maritime court system itself and the need for a good maritime legal service environment. Building an international maritime judicial center and developing maritime arbitration and building an international arbitration center can complement each other. Maritime arbitration is an important part of maritime legal service environment. Being a dispute settlement agency with complementary advantages to maritime courts, COSCO Shanghai Commission plays an important strategic role in helping China build an international maritime judicial center. In view of how MSC interprets the value of the construction of an international maritime judicial center and how to facilitate the construction of an international maritime judicial center, this reporter specifically interviewed Chen Bo, deputy secretary-general and vice president of the Arbitration Commission of China Maritime Arbitration Commission.
