On September 26, 2006, the Federal Fund Accountability and Transparency Act passed by the U.S. Congress became a law signed by President Bush. The law is enacted to increase oversight of federal fiscal spending. The law requires that OMB establish an online database for public inquiries and that this database contain information about the organizations that receive federal funds based on grants, loans and contracts. The promoter of this legislation argues that this new database will help save money and discourage waste, because if the public can find out how much federal money is allocated to which organization and for what purpose, then government officials are earmarked for funding Will be more cautious to avoid being accused of squandering expenses. Proponents of the legislation also believe the new database will help citizens better understand the allocation of government funds and thus increase public participation in the discussion of federal spending priorities.
