2009年上海国际贸易中心建设破题之后,上海开始全方位推进国际贸易中心建设。在上海国际贸易中心建设的大背景下,从2010年开始,上海市人民政府发展研究中心、上海对外贸易学院国际经贸研究所和上海市商务发展研究中心联合组成课题组,每年就国际贸易中心领域选择一个主题进行研究,同时根据研究成果,联合主办“上发中心—上外贸”上海贸易中心建设论坛。2010年以“上海发展进口高端消费品牌研究”为研究和研讨的主题,论证发展进口高端消费品牌,对提升上海城市的综合实力,提高上海商业的发展水平,使上海成为与纽约、伦敦、巴黎及东京等齐肩的国际大都市和商业中心,
