目前工商业日有好转,交通逐渐恢复,农产品获得丰收;但另一方面则是工农业产品剪刀差额增大,影响城乡物资交流与工农业生产。人们对金融物价长期稳定的信念尚不够十分巩固。现届秋冬时期,将是农业品上市工业品下乡的主要季节。为适应这个情况,我们银行今冬工作的中心必须是大力组织社会各种资金,协助供销贸易组织物资交流,减免工农产品的剪刀差额,以巩固城乡互助、工农联盟。同时要扶助手工副业的冬季生产,和为明年春耕作准备。为实现这个中心任务,提出以下具体工作:
