本文首先对质量管理体系理论进行分析,研究海事部门引入该体系的目的和意义,即“将这种先进的管理理念和质量管理标准同海事系统履行的行政执法职能相结合,实现海事部门管理高效化、运行规范化和服务标准化,提升海事系统的行政效能和服务水平。”随后,本文以质量管理体系的八项基本原则为基础,紧密结合海事工作实际,分析在引入质量管理体系过程中所需要着重注意的几点要素:目的明确、领导重视、全员参与和程序规范。最后,本文对于质量管理体系的维护提出了以下几点建议:(一)全员参与,树立良好的质量意识;(二)结合工作实际,不断完善体系文件;(三)加强日常运行监控,及时自查;(四)加强体系培训,提高职工素质;(五)做好内审和管理评审工作。
