开展农村社区建设,把农村社区建设成为管理有序、服务完善、文明祥和的社会生活共同体,是党中央统筹城乡协调发展,推进社会主义新农村建设的重要组成部分。要把这项工作做好,首先要坚持党的领导,明确政府对农村社区建设不可推卸的责任;同时,要充分发挥农村基层社会组织和农民群众自身的功能;还要充分调动社会各方面力量参与农村社区建设的积极作用。这三方面是农村社区建设走向成功的基本保证。
