升钟水库是我省以灌溉为主,兼有防洪、发电、航运、养殖、旅游等综合效益的大型骨干水利工程。水库枢纽工程位于嘉陵江支流西河中游,坝址在南部县升水镇碑垭庙。水库控制流域面积1756平方公里,坝高79米,总库容13.39亿立方米,其中有效库容6.72亿立方米,防洪库容2.71亿立方米,死库容3.96亿立方米。水库于1976年3月25日经国家计委批准兴建,1977年12月8日正式动工,1984年下闸蓄水,1987年右总干渠上段通水开始发挥效益,1998年底一期配套工程全面竣工,实现控灌面积138.93万亩。控灌67.48万亩的二期工
