中国的航空发动机制造业萌芽于抗战前,但因分属于不同部门管理,部门间的矛盾影响了产业创立,加上决策层存在“造不如买”的思想,产业萌芽最终夭折。抗战爆发后,由于国民政府面临日益严重的军事压力,决策层对建立本国航空发动机制造业转为支持态度,并交由单一部门管理,产业亦随之正式创立并初步发展。战后随着军事压力消除,作为军事工业的航空发动机制造业亦趋于萎缩。中国航空发动机制造业的早期历史表明后发展国家积极介入战略性新兴产业的必要性,而包括爱国主义价值观在内的精神力量对该类产业的成长具有推动作用。
China’s aero-engine manufacturing industry sprouted before the war of resistance, but due to the management of different departments, the contradictions between departments affected the establishment of the industry, coupled with the idea of “doing better than buying” at the decision-making level, and the industry’s budding will eventually die. After the outbreak of the Anti-Japanese War, as the Nationalist Government was facing increasingly serious military pressure, the decision-making level turned supportive toward the establishment of its own aero-engine manufacturing industry, and was managed by a single department. The industry was then officially established and initially developed. With the elimination of military pressure after the war, the aero engine manufacturing industry as a military industry also tends to shrink. The early history of China’s aero engine manufacturing industry shows that the post-development countries are actively involved in the strategic emerging industries, and the spiritual forces including patriotism values have a role in promoting the growth of these industries.
