近年来,国家每年以25%以上的增长速度加大对林业的投入,林业利用外资的规模每年以20%的速度递增。但是,林业投资中还存在一些亟待解决的问题。推进现阶段林业投资体制改革应继续增加对林业社会公益方面的投资,减少对林业作为产业性质方面投资活动的参与,调动和激励社会多元主体投入发展多元产业。通过对林业投资回报的分析,提供了林业投资的多种模式选择,设计了林业投资的激励机制。认为应坚持实行长期的财政补贴,减轻林业税赋,对林地使用权实行有偿流转。
In recent years, the state has increased its investment in forestry at an annual growth rate of 25% or more. The scale of foreign investment in forestry is increasing at a rate of 20% annually. However, there are still some problems to be solved in forestry investment. To promote the reform of the forestry investment system at this stage, we should continue to increase investment in social welfare for forestry, reduce the participation of forestry as an investment activity in the nature of industry, and mobilize and encourage multiple subjects in society to invest in the development of diversified industries. Through the analysis of the return on investment in forestry, a variety of model options for forestry investment are provided, and the incentive mechanism for forestry investment is designed. It believes that long-term financial subsidies should be persisted, taxes on forestry should be reduced, and forest land use rights should be paid and circulated.
