抗战时期,马寅初在陪都重庆,抨击政府战时财经政策,提出向发国难财者征收战时财产税的主张,还在国民党中央训练团党政训练班、陆军大学将官班,甚至在公众场合公开揭露孔祥熙、宋子文利用职权操纵和倒卖外汇,大发国难财的事实,鼓动各界迫蒋杀孔、宋以谢国人,因此触怒蒋介石而身陷囹圄。这一事件曾轰动全国,震惊中外,马寅初也因此获得“硬骨头学者”的美誉。
