排污权交易制度是环境保护经济手段的一种,通过排污权交易,达到减少排污、保护环境的目的.该制度引入我国已20多年,目前仍在试点阶段.本文将通过对排污权跨区域交易模式建设问题的探讨,从跨区域交易概念入手,构建跨区域交易模型,解决目前排污权交易存在的困境,以此推动排污权交易全国市场的建立.
