一、房地产信贷推行资产负债比例管理的意义 1.住房制度改革的不断深入,要求房地产信贷部实行资产负债比例管理。社会主义市场经济体制确立以后,住房制度改革的步伐不断加快,迫切要求房地产信贷部加速融通住房资金,扩大住房建设资金的再投入。一味沿用传统的信贷限额管理办法,信贷计划由丰初核定,多存不能多贷,不利于房改的深入和住房建设的更快发展。推行资产负债比例管理,优化资产负债结构,由负债制约资产规模,灵活机动,科学经营,有利于增强信贷资产的安全性、流动性、盈利性、实现住房建
