三个煤量计算,在五十年代初就有了,一九六一年,煤炭部正式颁发了《关于矿井和露天矿开拓煤量、准备煤量和回采煤量划分范围、计算方法和矿井巷道划分范围的规定》(简称三量规定)。在这以后的二十多年中,“三量”对各级领导部门和管理机关了解采掘关系现状,进行采掘平衡,曾起过一定作用。但这当中也暴露了一些问题,致使一些同志认为三个煤量的规定不能准确地反映矿井采掘关系,更不能做为生产接替和作长远规划的依据,因此认为“三量”的计算意义不大,甚至认为可以不要。这种看法是不全面的。
