建国初期,中国共产党对私营经济采取利用与限制政策。该政策的出台,不仅是基于党的理想的规定性,而且基于当时国内外的现实背景。在两者的张力下,利用与限制政策成为中国共产党私营经济政策的主导理念就顺理成章。中国共产党以工商联、民主党派、同业公会等为中介渠道,实现了自上而下和自下而上的“双向”信息沟通,从政治输入、政治输出以及反馈三个方面为推行与贯彻私营经济政策提供了根本保证。同时,还通过制定和选择合理的策略,顺利实现了恢复发展、利用与限制私营经济的目的。
