近6年来越南的对外经济政策,显然主要仅限于同少数几个经互会成员国之间的往来。河内想与这个苏联操纵的经济集团以外的国家建立广泛的经济关系还是障碍重重。其中,越南侵占柬埔寨二举,大大限制了它对外经济活动的天地。由于柬埔寨问题,1979年日本和西方国家中断了对越南经济援助。此外,也由于同一理由,加上越南由辛苏进而投靠苏联,导致中国早在1978年就断绝了对越经济关系。1978年11月苏越之间签订《友好 In the past six years, Vietnam’s foreign economic policy has obviously mainly been limited to contacts with a handful of members of the Economic and Trade Commission.
