公务员是行使国家行政权力、执行国家公务的人员。而与社会公众接触频繁的则是基层公务员,他们是行使国家行政权力最直接的执行者,他们的行政效率和服务水平直接影响着国家政策的执行和目标的实现。因此加强基层公务员绩效考核管理的水平,提高基层公务员的行政效率,对于优化基层公务员绩效考核体系有着重要的意义。本文首先对论文的写作背景、意义进行了相关的分析,然后通过相关的分析提出目前发现的问题,最后提出改善这些问题的建议。
Civil servants are those exercising state administrative power and performing state public affairs. The frequent contacts with the public are grass-roots civil servants. They are the most direct executors exercising state administrative power. Their administrative efficiency and service level have a direct impact on the implementation of the national policies and the realization of their goals. Therefore, strengthening the level of performance appraisal and management of grassroots civil servants and improving the administrative efficiency of grassroots civil servants have important meanings for optimizing the performance appraisal system of grassroots civil servants. This thesis first analyzes the background and significance of the thesis writing, and then puts forward the problems discovered so far through the relevant analysis, and finally puts forward some suggestions to improve these problems.
